So when it says humans can't use magic, it basically just means they can't shoot "friendliness pellets". It should also be noted that by "magic", the game is referring to the bullet patterns monsters create to fight you. That is why you only see the white soul break after the fights with Toriel and Asgore. Possibly, but Boss Monsters are specifically the goat-like race of monsters Toriel, Asgore, and Asriel are. Maybe that is why Toby had data for Frisk haveing magic, maybe you could absorb toriel's soul or Asgors, or Papyrus. What if absorbing Boss Monster souls GRANTED the user with magic power of that Monster soul. what if part of the war was to search for a kill Boss Monsters, then use that power to seal the rest away. There was a war so we know they were killing eachother.
